A wellhead valve has failed on a platform off East Kalimantan, the replacement is in Houston, and the crew is waiting. Or a service company is sending downhole tools from Aberdeen for a drilling campaign and needs them back afterwards. In oil and gas, the freight is rarely the hard part. The hard parts are who the importer must be, whether the chemicals will be accepted, and whether rental tools can leave again. This page answers those questions for procurement, logistics and project teams at operators, drilling contractors, service companies and equipment suppliers abroad.
Pumps, valves, seals, compressor parts, bearings, gaskets and instrumentation: the urgent, part-numbered items that keep production running.
Downhole tools, handling equipment, BOP components and drilling consumables, by air when urgent or by sea for planned campaigns.
Skids, separators, heat exchangers and control panels, often oversized and handled as project cargo.
Drilling fluid additives, corrosion inhibitors and other chemicals. An MSDS is required; each one is reviewed per shipment and the mode is confirmed in writing.
Many steel products are restricted HS codes in Indonesia and may need an import approval or surveyor report, so they are checked before booking.
Anything with a radio transmitter needs an SDPPI device certificate held by an Indonesian entity. See telecom equipment import.
Getting this wrong stops a shipment, because the importer’s name has to match the invoice, the air waybill or bill of lading, and any facility documents.
The end client holds an upstream oil and gas customs facility. If the goods are for a production sharing contractor that holds a customs facility for upstream activities, for example goods listed on its Masterlist, the facility holder must be the importer. Those goods cannot move under our DDP service. Instead we provide IDX Import Port to Port and IDX Customs Clearance: we prepare and coordinate the clearance documents in the facility holder’s name and work with its logistics team. If you are a supplier or service company delivering to such a client, agree early which company will be named as consignee.
Your company has an NIB with import licence. You can import in your own name with IDX Import Port to Port and IDX Customs Clearance, and pay duty and taxes directly.
No Indonesian import licence. For eligible general cargo, IDX Import DTD DDP imports the goods through a registered Indonesian importer of record arranged by us, with duty, taxes, clearance and delivery in one quote. See importer of record in Indonesia.
Rental tools that come in for a campaign and go back out afterwards fall under a different customs regime from a normal import. Whether temporary import is available, what security customs requires and how long the goods may stay depend on the goods, the importer and the project. We assess it per case before the equipment ships. Do not assume a shipment can be switched to temporary import after it arrives: the decision and the paperwork have to be in place before it moves. Serial numbers, the rental agreement and the planned re-export date are the minimum we need to start.
Chemicals, gases, batteries and some sealants are dangerous goods in transport. Send the MSDS (section 14 shows the transport classification), the packing type and the quantity per package. We review each one per shipment and confirm in writing whether it can move, by which mode and at what cost. Dangerous goods are not carried under air DDP; sea freight with IDX Customs Clearance is often the practical route. Some chemicals are also restricted imports that need a permit held by the importer, which we check against the HS code.
International cargo is imported and cleared in Jakarta: at Tanjung Priok for sea freight and at Soekarno-Hatta for air freight. From there it moves by domestic air, sea or road to the onshore supply base, port or project site, for example in Kalimantan, Sumatra, Riau, Natuna, Java or Papua. Each onward leg is quoted per shipment after we confirm the address, the receiving hours and the base entry rules. For supply base and rig moves see oil and gas supply base logistics and rig mobilisation; oversized items are handled as project cargo.
A normal import pays import duty plus VAT (11% effective) and income tax article 22; the exact amounts depend on the HS code and customs value of each item. A facility can change that, but only for the company that holds it and only for the goods it covers. Under DDP the duty and taxes are inside the quote; under port to port the importer pays them directly. More: Indonesia import duty and tax.
